Hugh Howey's finished novels answer this question in full: the silos were a cover-story shelter turned doomsday programme, ordered by the men who set off the apocalypse themselves. The Apple TV+ series is telling the same origin far more slowly and has already changed names, dates and possibly the threat itself, so this ledger keeps the two continuities apart claim by claim.
