The silo advertises an elected mayor, an appointed sheriff and a judge, all of them bound by a founding document called the Pact. Hugh Howey's finished novels and the still-running Apple TV+ series both put the IT department above that document, and this ledger separates what each continuity has actually established about who governs, what the Pact prescribes, and what sits above a silo's own leadership.
